The Atlas Lions are due to meet Gabon in Rabat on Wednesday 15 November.
Diba, a striker with NAC Breda, and NEC Nijmegen defender El Akchaoui are in line for their first cap, as is French-born Nancy midfielder Mickael Chretien. Fakhir has also recalled Faozui El Brazi from French Ligue 2 club Istres to the squad for the first time in more than two years.
Morocco, who currently top Group 12 of 2008 Nations Cup qualifying, next play a competitive match against Zimbabwe in March. Gabon, meanwhile, have to wait until June next year for their Group 1 Nations Cup qualifier. Both nations are in three-team qualifying groups.
