I think England but hope it is Belgium and Holland (after the great Euro 2000 they hosted) but I don't think FIFA will allow the World Cup to be co-hosted again because co-hosting is proven by South Korea and Japan's hosting of the 2002 World Cup not to work as well as when it the world cup is hosted just one country!
