yes, it's technically possibly, but look at what races are currently ran at night; 24-hour GT racing. GT racers are developed from roadgoing GTs, so they have proper headlamps already. they light up Circuit de la Sarthe with overhead lighting, but the cars still have headlamps to see where they're going. there's no real way you're going to get all the F1 manufacturers to redesign their cars for one race. they spend millions every year in wind tunnels, developing the aerodynamics, and they'd need to spend millions more for one weekend's racing, in order to fit a pair of headlamps at the front and a pair of taillights at the back.
