Theres been a bit of debate round were i live about the rugby league licensing is fair.What it is is that the Rugby League association pick 14 teams that have applied for a license over there stadium facilities,Attendance finance and contribution to the league.When those 14 teams are picked there is no relegation but it is reviewed every 3 years.

I would probably say that it is fair,Because half the teams in the next league are only playing part-time
