An 18 club Premier League?

Should the FA Premier League have exactly 18 teams in it each season?

I think Yes in order to get more quality and less quantity!
but unlikely to happen as this will mean (more) 2 team missing out on Premier League each season which clubs will be against as they do not want to be one of these two clubs mising as this would cost the 2 clubs millions of pounds.

I'm not sure most major leagues have only 18 teams but La Liga has 20 and they seem to do OK
